The rule underneath all of this

A load standard is either a demand standard (how much load arrives) or a resistance standard (what a product can carry). Confusing the two is how a crate ends up wearing a manhole cover’s badge.

A buried crate is proven by a product specification (EN 17152-1), test methods (EN 17150 short-term, EN 17151 long-term), and a structural design (CIRIA C737) at your stated cover depth. Nothing else rates it.
